An Ordinance to provide for the punishment of

certain conspiracies",

and I am of opinion that the Ordinance is one which is not

contrary to the Governor's Instructions.

1. The repeal of section 7 of Ordinance No.2

of 1869 was included in Ordinance No.3 of 1898 at the request

of the Chief Justice, Sir John Carrington has in print an ela-

borate Ordinance consolidating and amending the Law of Crimi-

nal Procedure which I have carefully considered in conjunction

with him. That Ordinance will repeal the existing Ordinances,

some seven in number,dealing with criminal Procedure, including

Ordinance No.2 of 1869 with the exception of Section 7, which

would thus remain the only unrepealed portion of that Ordi-

nance.

2. Section 7 of Ordinance No.2 of 1869 added

the power of inflicting hard labour when sentence of imprison-

ment
